...based on the fact that practically all modern equipment has 16 volts
listed as the absolute supply limit, I would counsel to suspect higher
voltage recommendations. Usually nonstandard equipment is designed to
operate with some very specific power supply and none else.
13.8V seems to me a sensible bet. As for the frequency instability at 13.8V:
this sounds more as some defect in the radio (synthesizer regulator broken
down ) than something to do with the supply voltage. It can be also some
instability in the power supply. I've seen that happen before.
