[ICOM] IC-W32A programming question

I see there is a computer program and cable available to program my handheld.
but the review on eHam was a tad confusing.

Is this the same program as the RT System?
And the review mentioned that there may be a problem with older versions.

My unit has a serial number of 10002.

I rarely used it and just starting to use it in the vehicle.

Any help would be appreciated before purchasing the software/cable.
