It works much better to leave CI-V Transceive "OFF",
as Logger32 sends a polling request at a user-defined
interval to cause the rig to return frequency and mode
data. With CI-V transceive "ON" and if you use
multiple rigs on the same bus, the rigs will try to
slave together, sometimes with unpredictable results.

I fully agree with baudrate troubleshooting, try to
get it working at 9600, and step it faster
incrementally if you feel it is necessary to do so.
9600 is plenty fast for rig control, though.
