Why do you have CI-V transceive off? Turn it on. That is what initiates data from the radio to the computer when you turn the knob. I would also suggest slowing the data rate to 9600 or 4800. Not necessary, but sometimes the faster rates do not do well over certain marginal interfaces/cable lengths.
