It is protection for the radio's return power lead. As a for-instance:
without the fuse in the return lead, and the lead from the negative battery
terminal to the chassis were to fail, the automobile could possibly use the
antenna shield (grounded to the chassis at the antenna), radio, and radio
negative lead for it's ground.
A real gosh darn-it, and it has happened.
