[ICOM] Flickering display - 756 Pro

Back in the 60s, I had a problem with flickering almost as you described 
(couldn't see it in the house lights but neighbor was screaming about the 
little line a quarter of inch from the bottom of her TV screen). My problem 
was a floating ground at the transformer that fed my home. Bottom line is 
put a meter across your power line and see if it bounces around. My problem 
had nothing to do with RF, just a faulty pole pig.
