[ICOM] Stingy S meter

Thanks for everybody's response.  The S meters seem fine on SSB.  There is a
440 repeater that is only about 7 miles as the crow files from my qth and is
only S8..  The two in town 2 meter repeaters are usually full scale.  A very
powerful regional repeater that is at 1200 feet and the 440 repeater is full
scale on everything else that I have including handhelds but only S8-9 on
the 910H.
