[Icom] IC-765 tuning noise

Star washers under the board grounds have been a standard way or repairing
all kinds of problems going back to the Kenwood 820S.

It has gotten so that the first time I open a radio I just drop in a bunch
of star washers as I clean/replace lamps/whatever.

I cannot say it has paid off.  But I can say I have not had strange problems
in 15 years or more.
