3K00J3E is just Single Side Band voice emission type
The channels on Government frequencies are expressed in center of
intelligence for that emission (NOT THE WINDOW FREQUENCY) The actual
window frequency will change from mode to mode LSB, USB, Digital
etc. Suppressed carrier sideband will be approximately 1.5 Khz shift
and digital is TNC or sound card mode specific.  Therefore Upper
Side Band will be a window frequency of 1.5 Khz lower that the
center frequency and Lower Side Band will be 1.5 Khz higher.=20
A PK-232 on Upper Side Band will be -2.21 to get the window
frequency. Users of the Winlink.org system are familiar with this on
the Ham bands the listed MBO stations are on "the center frequency"
in the listing and the window frequency has to be calculated.

This is a common issue with new members to M.A.R.S. and other users
of government frequencies with ham gear. (most government agencies
use non ham equipment and this issue does not effect them, the same
as it does us, the radio corrects for this problem automatically)

Yes, there is a Boo-Boo here, but I don't know yet
where it is.  The military and other government
agencies in the 5 to 6 MHz band are authorized
emission 3K00J3E which is 3 KHZ centered on the
"authorized" frequency, (called the "window"
frequency in the manuals), and the USB carrier goes
1.5 KHZ below the center frequency.  Now, here
the amateurs are authorized 2.8 KHz centered on the
authorized frequency.  So, in order to center the
"necessary bandwidth" on the authorized center
frequency we will need to use a USB suppressed
carrier on some frequency that's not the lower
edge of the 2.8 KHz channel.  That may not be a
concern to the FCC because they don't regulate
what we don't radiate.  BS.  Anytime they assign
single channels they better follow the rules they
establish for business and the the government
