[Icom] IC-746 with PSK 31

It's been months since I made the interface. But, I recall using a pot on
both the input and output for gain control. I also used some decoupling
caps. The PTT circuit used a 2n2222 to switch the PTT line using either
of two handshake lines from the serial port. I used a center-off toggle
switch (SPDT-center off) to select which serial line was selected or none.
And I included a pair of led's to show transmitt/rec mode. I couldn't
find a two lead bi-color led so I wired two different color leds
cat-an/an-cat to replace it. THis unit works fine.
