[Icom] IC-746 TWIN PBT question

Hi - does anyone know what I have done to mess with my TWIN PBT on this 
IC746?

What has happened is this. I am using USB on nany band and only ONE of the 
PBT controls works now.

They used to BOTH work!

The both still affect the little display of the passband, but only the OUTER control 
affects the reception.

The visual for the INNER control still moves but the sound and filtering is 
unaffected.

Have I set something wrong or is it broken?
