[Icom] IC-211 info needed

My son (KC8IOY) recently got an Icom 211.

Some of the time, it will work fine, but after it warms up, it will
only tune UP, regardless of which direction one turns the knob.

I know that there are some issues with plastic trimmer caps someplace,
and have no idea if this is related or not.

The power output seems to be a bit low, with about 8 W out at 144 MHz,
and only about 4 W out at 148 MHz.  Audio sounds good on both transmit
and receive, and on both FM and SSB.

I am guessing that someone on this list has "been there, done that",
and would appreciate any suggestions.
