Yes, it does.  The doctrine of "fair use" says that minor copying of 
individual pages or schematics is okay, but at some subjective point you 
exceed fair use and fall under copyright prohibitions.

I am sure Icom doesn't mind isolated copying a manual for a friend, but 
when you start charging for those copies they will begin to get 
interested.  When you start advertising them on an international venue, 
they will get very interested.

Some manufactures have actually given blanket permission to some manual 
copying services (W7FG comes to mind, which is the source of Sarrio's 
copies), but when I asked the gentleman selling the CDs if he had 
permission, his refusal to answer was all the answer I needed.

I will try to get Icom to respond to this issue.  I have a feeling (but it 
is only that) they won't mind copying material that is no longer available 
from them, but let me see if they are willing to go on record for that.
