I have read the bill carefully.  I do not see that operation while 
stopped at the roadside is prohibited.  The bill only makes it illegal 
to use devices in "moving motor vehicles".

On the last page (the page following the signatures), the summary of the 
bill says "Exempts mobile radios".  This is absolutely not true, and 
should be pointed out in any testimony.  The bill as written exempts 
only commercial operators of vehicles weighing 5 tons or more.  All 
small delivery trucks, taxicabs, private cars, etc. are still covered by 
the bill.
