Good luck with this effort.

California recently (I should say finally!) passed a bill outlawing the use of handheld cell phones while driving, followed by a (are you ready for this?) ban on sending text messages while driving.  Fortunately, early on, hams were exempted as far as using amateur radio equipment while driving.

The bit about not using the devices while pulled over with the engine running, is more than a bit over the top.
