1. Stopped by the roadside with engine running is not in the bill;
rather, it results from definition of operating a motor vehicle used
to prosecuting DUI. Safe to assume the same legal standard would be
applied in this case (whether it makes sense or not).
2. You are right that the summary is incorrect; however, it is not
part of the bill and has no legal significance. Suggest you not
dilute your testimony by pointing out the inconsistency; rather,
concentrate on what you want in/out of the bill itself.
