[Heathkit] HW-101 stuck in TX on CW

I had a similar problem in the past with my HW-100. It turned out that 
the VOX controls were mis-adjusted. The anti-trip was set too high, 
which required a high setting for the vox sensitivity control. The 
result was that the VOX  would hang up or oscillate.  You might also 
check for a sticking relay.
