[Heathkit] HW2036 PLL tones

I played with a couple of these radios a few years ago and had the same 
results.  I had several comments about a low level tone on my audio through 
the repeaters.  When using a repeater that didn't require a tone and with no 
tone selected it played fine.  I never looked into lowering the level of the 
tone and I no longer have those radios.

Playing around with 2 HW2036 rigs I've picked up and are now working.

Question about the PLL tone generator.

The level seems to be a bit high, the manual states it is set by circuit 
values to 700 Hz deviation. On air reports state it is very  noticeable. 
When the rig was sold in 1976, maybe nobody used this feature so it was 
ignored?

Using the 102.7 Hz setting. I don't have a deviation meter so I can not 
verify any of the levels.

Some fun left in these radios I believe, but I would like them to sound OK 
on the air for what they are.......
