Yes, the HW-2036 is an nice radio, really easy to operate: no menus, no 
programming. I have the "A" model and used it both mobile and for 
packet. I should put it back on the air.

In answer to your question, the CTCSS is generated by a 555 timer chip 
followed by an RC low pass filter. If the tone is too loud it should be 
possible to lower the tone level by increasing the value of R134, the 
470k resistor in series with the tone encoder output.  A deluxe solution 
would be to disable the tone circuit and replace it with an SS-64 
programmable tone board from Communications Specialists 
http://www.com-spec.com/ss64.htm.  This has a level adjust pot and the 
frequency would be more stable than the original Heathkit circuit.

By the way, there is a mod to get 1 MHz offsets (if they are used in 
your area) without the need for the extra crystal. It uses a 7400 chip.
