They should be hooked between the rig and the antenna
tuner. If the monitor scope is like most and has a 50
ohm pickup line it definitely needs to see 50 ohms and
this will be between the rig and the tuner.
Remember that the purpose of the tuner is to match
impedances other than 50 ohms to the 50 ohm output of
the rig.
Now, depending on how the counter is coupled it can go
after the tuner. But, I still would put it before the
tuner especially if the pickup has a 50 ohm impedance.
