Actually a good question.
In usual practice, station accessories are placed between the transmitter
and the tuner.  This keeps them on the 50 ohm/flat  side of the equation.
With a very reactive antenna and running high power, your configuration
MIGHT stress the monitor with high voltage.  Other than that, using the
scope on the input of the tuner saves you the trouble of constantly
adjusting the attenuator as you change frequencies.
