[HCRA] 802.11 for Disaster communications

The front cover of yesterdays Daily Hampshire Gazette caught my eye. 
some professors from Umass want to make city wide free WiFi. and two 
reasons they want to do it is because it can be used as an emergency 
communications network in a disaster, and they also would like to equipt 
the police department w/ VoIP Technology.
