An interesting article I came across on one of the computer news sites.  
While specifically considering WiFi, its an intersting look at what the 
essence of spectrum is (contract vs. property), and how this may/should 
change because of technology, a shift in how spectrum is though of.

Not exactly sure what  I  think, but an interesting article to think 
about...
