It may depend on how you have it mounted.
Is it new or used?
Many years ago I had a Hustler 5-BTV installed on the ground in the back
yard with the radials for each band and it worked okay. I then decided to
get it up in the air more since there were a lot of trees in the yard, and
mounted it on a steel mast against the eave in the back of the house, again
with the prescribed radials.
Well it didn't work on any band. Likewise, I had no instrument other than
an SWR meter so I couldn't figure out what was going on. So I gave up and
mounted it on the roof where it worked as fine as could be.
Later we moved to another house and I put it in the back yard with no
problems. It even worked on 80 M but the band width was narrow of course.
Let's see, maybe we could come by some time and check it out.

Subject: [HCARC] Antenna help
I have just tried to install a HUSTLER BTV 5 antenna. I am very new at this
and obviously made some mistakes. On all bands the SWR is beyond what my
radio can try to tune in. I think I followed all the instruction but
possibly my soldering skills (non existent) may be the problem or something
else. I don't have an antenna analyser and am not sure how to trouble shoot
with one when I get it.
I appreciate any suggestions or if anyone is able to stop by to help me find
where I made mistakes. 367-5758. 370-3769
Thanks
