    Old electrolytics were generally speced at +80%, -20%. The 
chemistry has changed so modern ones are closer to the nominal 
value. For filter caps the value is not critical, a little more 
is just fine. Same for voltage, an increase is OK but don't 
underrate them.
     Hayseed Hamfest caps are new in new cans, no restuffed caps. 
Tom is very reliable.
     One reason the indicated values are different is that the 
standard values have changed, as they have for resistors.
