Bob,
I looked at my HQ-170 today and it is the same as yours.  The adjustable 
dial markers do not line up on the center of the dial markers on the 
face plate, however the dials at the band ends do.  I do not see this as 
a problem since the bands are on separate dials. When I did the 
alignment, I centered the dial marker on the face plate marker for the 
band being aligned and set the frequency accordingly.  That way it is 
properly centered for the band of operation.   Have had no problem using 
the calibrator and adjustable dial markers to get her on frequency.
