If you have access to the cardboard form, particularly from the bottom where there is just an opening, one reliable method is to slip a lock smiths cylinder pin shim up and down one side, slowly trying the shim's access as you go around the form.  Inmost cases you'll find one or two spots where the shim does not want to go.  If the problem is wax from the form, then you can gently warm the form with a heat gun and the wax will give way.  After gaining that advantage, a little Kroil at the screw entry point may solve the rest.  I have done a dozen this way and it takes time but I have not broken one yet.
Cylinder pin shims are pretty common and often come in assortments.  They are about 1/2 a cm wide & between .002 and .005" thick.
