[Hammarlund] SP-600 tuning problems

My tuning problem is a bit different than I first thought. As I played with the set today and tuned the set manually (by turning the tuning dial), the tuning is very, very stiff. Given that drag, it's no wonder the rollers would not work properly.
 
I assume the answer is to pull the front panel and see what's going on with the tuning. The field manual gives exploded diagrams, which should help.
 
Has anyone experienced this type of very stiff tuning? It's so stiff that it's actually difficult to turn the dial by hand. Any tips or suggestions?
