You shouldn't have to remove the turret.  If the stationary contacts are
a problem, to work on them you have to remove the RF strip - the metal
cover with the 4 tubes.  It's a bit tricky.  The procedure is in the
manuals.  It involves removing the small D-shaped cover alongside the RF
strip, unsoldering a bunch of leads, unsoldering a bunch of foil leads to
the tuning cap, fishing out the wires and lifting the RF strip off.
However, an important part of the procedure is to turn the bandchange
knob before lifting the strip off, or you'll mangle the contacts. (The
pins have little nubbins on them that catch the stationary contacts which
are suspended under the RF strip.)

But forget all that for now.  If the problem were the stationary
contacts, you would have that problem on most -- if not all -- the other
bands.  

It sounds like one of the four 3-7 MC modules needs some work.  They have
coils and caps. One possibility is that there is a poor solder joint to
one of the coils.  When you cock the turret the way y ou describe, you
may be putting some additional force on it and gettng better contact. 
Or, look closely to see if any of the pins are bent or loose.   You don't
have to remove the turret to remove the four ceramic modules and doing so
wouldn't help.  Each is held in place with a pair of spring clips.  The
modules have part number on them -- two each I think -- a simple one like
"T-3" and a mult-digit part number that matches the parts list in the
manual.  You might use that to make sure you are looking at the right one
from underneath the radio, after removing the bottom turret cover (if
it's still there).
