I think I see…

My guess is that because the Smeter and PowerOut occupy the same real estate
on the Kenwood, that the Smeter readout command reads the PowerOut level
as well.  

However, Fldigi does not poll the Kenwood during transmission.   The timing might
be just right that sometimes if the transmit starts during a polling operation that the
poll completes and reads the Smeter/PowerOut before it stops polling during
transmission.

I suppose it would be nice of Fldigi continued to poll during transmission but
this is hardly a big issue.

I will have to try to verify that without Fldigi running and using a "terminal"
program to read the Kenwood after holding to push to talk to see if the
PowerOut level is presented to the ReadSmeter command.
