[Ham-Mac] Curious Fldigi - Kenwood TS2000 behavior

Curious behavior with fldigi 3.23.10.10. I have a Kenwood TS-2000 and updated the
ts2000.xml file to include the code to support the Smeter and Power Level. Both seem
to work as advertised. The Smeter reading agrees with the Kenwood Smeter and the
Power Level agrees with the PWR setting on the Kenwood (not the Power Level shown
on the meter during transmission).
The actual power level on transmission is, of course, determined by the audio level
and is fairly constant for PSK transmission.
Occasionally, and only occasionally, the Smeter reading on Fldigi during Transmission
shows a value that agrees with the power level shown on the Kenwood. By reading
I mean that if the power level shown on the Kenwood is 50 watts, the Smeter on
Fldigi is at the halfway point (S9) and with lower audio if the Kenwood shows 25
watts, the Smeter on Fldigi shows S5.
I find no Kenwood commands on the serial port that returns the Power output
reading or I would have added it to Fldigi (not sure how but I think I could get
it to show in the Smeter panel).
So, is this some Kenwood anomaly or an Fldigi anomaly??
