I would have to disagree - IE follows it's own standard, some of it matches
the W3C standards, some of it doesn't.

What then happens is, people build pages which work using IE (sometimes they
build them using FrontPage!) and they assume all browsers are the same and
will work like IE - they don't - they conform to the W3C standard and not
Microsoft's de facto standard.
