Several Linux logging programs (TLF, Xlog, possibly others) also use  
that file, as does DX Spider, which I run for my DX cluster node  
here.  The advantage for the programmer is that the user can install  
the updated data without a revision to the software being required.   
These files also shows the correct location for active contesters who  
may live in a call area different than the callsign would indicate.   
AD1C updates the file quite frequently.
