Dave,
Synaptic is installed by default on all Ubuntu versions, and you
can access it by going to your "System" menu on the top bar of your
screen, going down to "Administration", and then from the resulting
menu that shows up, selecting "Synaptic Package Manager." Enter
your password when prompted, and then Synaptic should appear ready
for you to explore the various packages out there for you.
I highly suggest you check out the Ubuntu Wiki/Help site which has
great tutorials for just about everything you could want to do.

Also, as a side note, I saw that you were wanting to install
and use FLDigi. The binary (pre-compiled) files work just fine
on Ubuntu. No need to go through the compilation process. Just
download the appropriate archive (32 bit for 32 bit processors,
64 bit for 64 bit processors.... hamlib support if you want
fldigi to be able to control your rig and you have the right cables
hooked up and hamlib installed... or with out hamlib for those of us
still able to figure out which nobs to turn on our own).
