I'm still not exactly sure I understand your problem but there seems
to be some missing information:

Are you sure you have a DVD drive that can "record"
If you do, is it a Single Layer or Dual Layer drive?
You can't just throw any DVD in a drive and "record" to it, you need
to have a blank "recordable" DVD that is compatible with your drive
(is it a Single Layer or Dual Layer "recordable" drive and do you have
the appropriate media)
You need to have "Recording Software" installed that is able to write
to the drive: Nero or Roxio are 2 popular software programs.

As far as "writing" to the floppy disk drive, if you can see it (A:
drive) you should be able to "write" to it as long as there is a
"formatted" disk in the drive.

Your ISP doesn't work in Win 2000 because it (Win 2000) needs to be
"set up" to connect properly, you would need to dig into your ISP
settings in Win ME and duplicate them to your Win 2000 install.
