Gene,
I'm not sure about that specific set of circumstances but I once installed
Windows 2000 over an existing XP installation simply by doing it.
However, on your other question if there is any way in which to install a
later Windows OS without having to reinstall from scratch everything I've never
found it. And certainly not when the new OS is different from the old one.
You can save things like address book, favorites, etc. and then copy them over
the new empty ones but you'll have to do it all manually and know where the
files are and what their names are.
