[Ham-Computers] Why up

Can any one answer why all of a sudden the DX stations are all working 
UP. I think this is crazy and they are using up more band space by doing 
this.  Even the RTTY stations are doing this.  I can see this if the DX 
station is transmitting out side of our band plans.
