John,
W98 came from W95 which came from W3.11 I think. I'm running W2K which is
also NT5.x and came from NT. The two groups are sorta barely related, the first
running Windows over DOS and the latter not. What you describe isn't what I
see (for the most part except for the three buttons at top right) so I'm going
to defer to someone familiar with 98, which I've never run.
I think I could say, however, that how much of the monitor the DOS window at
default settings takes up depends upon your monitor resolution settings. At a
guess, if you set it to 640x480 the DOS window would be full screen. I know
that on this machine that's the case.
