I concur. In the "Connections" tab of the "Internet" control panel, you
can select if Windows should use dial-up if another network connection
isn't available. If you tick the first option, "Never dial a
connection", then Windows should attempt to make a connection via
dial-up.
For reference, if either of the other two options are selected, then if
*ANY* program makes a network request, Windows will automatically use
dial-up to make a connection. This surprises many people who don't know
that this option exists (and is set to dial by default if a dial-up
connection icon is created).
