Is there a program? Probably.
Does it work? Let's say I'd recommend a money back guarantee.

Your best bet is to reinstall whatever you have on the ME machine to the 
XP machine (if it's compatible).  If you don't have the original discs, 
that's a problem.  ME to XP is two generations of Windows, so they might 
not be compatible anyway.

Fortunately there are many freeware programs available to get all sorts 
of tasks done.  You can start at nonags.com and tucows.com

If you access the net with either, make sure they both have antivirus 
and firewalls (and MS updates).  You can now have a network, if you want 
to share hi speed net access or files between the computers.


Not great news, but not impossible either.
