[Ham-Computers] Keeps downloading flash player...

It's no secret that Adobe Flash Player 9 is one of the most destructive
programs currently out, even adobe knows it, but...
Idiots creating webpages insist on using it, cramming it down your data line
into your computer and having a constant nag screen pop up asking you if you
want to install it, click it once and kiss IE 6.0 goodbye!
I go to a website and after several minutes of nothing, eight minutes just
now, a screen pops up asking if I want to install the flash player. Of
course I don't, I formatted my computer four times before I learned what was
nuking it.
For starters, I don't want the thing to download to begin with, I don't have
flash player and I don't want it yet it constantly get's shoved down my
throat. Worse yet, after I click "NO", it pops up again for the next cutesy
thing on the page, then again and again and so forth... If I go to another
page, it starts all over again! What part of "NO" does the nag screen not
understand?
I've turned off everything thing I can related to automatically running
programs and downloading software yet this stinking adobe flash player 9.0
thing keeps download and popping up.
How can I:
Prevent it from downloading?
Get it to understand that when I click "NO", I mean it forever?
