Just did a brief search and found the some related support articles on
Microsoft's support site (http://support.microsoft.com). The basic problem
seems to be a missing or corrupted .JPG filter, or, a missing or corrupted
registry entry that tells Paint what filters are installed (and where).
Since you recently re-installed Win98 from scratch, I would bet that a .JPG
filter hasn't been installed yet. By default, MS Paint only supports .BMP
and .GIF files. Installing MS Office addes several filters (including the
.JPG filter). Installing other apps may also install a filter that MS Paint
can use.
Here's another site I found that might be helpful. It shows you how to
manually add the filters and modify the registry so Paint knows how to find
them.

Can anyone explain why some versions?? of MSPAINT allow writing a .jpg
file and others do not.
Is it an accessory add-on??
I had that capability until I had to reload windows. That I know of, no
modification of MSPAINT was made, but after the reload I do not have the
capability to write .jpg files.
