[Hallicrafters] HT-30 updates

A visual inspection followed by a voltage check will spot most 
problems. Do you have the original manual? Should have voltage chart. 
halli often used fixed caps in the pi out put, check these for shorts 
if the rig was loaded up with out an antenna or dummy load they could 
be shorted.
