Thanks to all for their great help and suggestions. I located the 
problem with the rig not keying up. I had 3 dead tubes because of a wire 
I found that had been cut to feed 6.3 volts to these tubes. I remember 
seeing this wire and forgot about it when I was going through my 
process. After looking at the rig thoroughly and checking voltages,  to 
figure out why it didnt key up, I saw the wire again and it finally 
dawned on me that this wire was probably the culprit.  Repaired that 
properly. Then I turned the rig on and it will now key up. The 6146's 
actually had a much brighter glow as a result also. I am finding now 
that the rig kinda loads up but it continually pins the meter needle and 
is seemingly impossible to get it adjusted to properly tune the radio. I 
also am not finding any rf output into the dummy load. So,on to the next 
debugging process. Im just jazzed to death that I have gotten this far 
with this highly modified rig by a previous owner.  Wish me luck in the 
continuing saga of the HT-30. Will let you know how we make out.
