[Hallicrafters] S-40 and S-40A dial string

I have a Hallicrafters service bulletin for the S-40A and the dial stringing guide
doesn't show any crossover. At minimum capacity of the bandspread cap, the
dial should be at 0 (zero). This means that the readings increase as you go
lower in frequency. This is counter-intuitive to most people so I suspect many
sets were changed so they "tuned right".
