[Hallicrafters] SX-43 Issues...

Hello all....I have SX-43 that was originally purchased by my grandpa back in the day and I'm interested in getting it running again.  I have gone through a couple items just briefly to see if all looks ok.  When I powered it up and switched it to receive, the needle on the meter will not drop down and I get a loud buzz on the speaker.  So I went through and replaced every tube with NOS tubes and I still get the same thing.  

Can some one point me in the right direction as to what to do next?  I'd like to get it running again and add it to my shack....
