Mike, in running your tracking number, it looks like he had a PO Box at 
the Riverview, FL/ PO, since it was available for delivery there.
I think PayPal requires a Signature Confirmation, as do most internet
service  providers for absolute proof of delivery.
In 1997 I got screwed out of a $132.00 USPS MO payment sent to a company 
name in El Paso , TX ( I am also in TX about 525mi east of El Paso).
The ebay fraudsters got the MO cashed at the PO , even though it was 
made out to a company and according to USPS rules, could only be 
deposited in a bank, since a company cannot be id'ed like a human. In 
filing my complaint at the PO (I was one of 5 who got screwed on ebay by 
the guy)I got no traction even at the main PO in SA TX. with the PO guys 
who wear the guns and are behind a secure door, they are called postal 
inspectors, but seem to do nothing to help anyone, at least not me.
In complaining to my local postmaster, he explained that each PO is 
independently run and even though there are "rules" what happened at 
your PO is pretty much up to your local Postmaster.
I would have sent your parcel insured, signature confirmation and pick 
up at the local PO only do not deliver.
You might call the Postmaster at the Riverview PO and see if he  can 
help or explain what happened.
