With the FAA's current stance on NDB's I can only ask, why? I can only

I understand their including the NDB along with other transmitters, but 
normally the NDB is nothing but a straight carrier with a CW ID. Other 
than the ID it carries no navigation information which a VOR does.  I'm 
surprised that the FAA would even OK an NDB as they are all slated for 
eventual decommissioning. We had a lot of them around here including 
several used as the outer marker for ILS approaches.  GDW's only 
approach was an NDB then they added a GPS overlay. They have a 5000 foot 
strip with no approach left. The overlay was eliminated and although the 
charts show the NDB approach it is listed as decommissioned in the NOTAMS

The AOPA managed to get them to reconsider a few as they were considered 
essential and existing, but that was only a temporary reprieve.
