Don't think it is anything to do with a -plane- he is installing a NDB at an
airport.  That is where it MUST be inspected by FAA certified tech.

You can avoid all these problems with a homebuilt experimental 
aircraft.  Of course you get a new set of problems having it inspected 
during the build.
