Gang,

The FCC/FAA no longer requires a Third class Radiotelephone restricted 
license. Not since late 60s early 70s.

As far as the NDB why go to the trouble and expense to certify a NDB 
with all of the problems when GPS is by far the way to go.
Not knowing the terrain around Deer Park if you feel you need a final 
approach fix why not a 75 MC marker in conjunction with a GPS approach.
Very simple and a lot cheaper.
